Regulations for use of e-scooter comes into force
Regulations on the use of electric scooters has come into force after being published in the Official Gazette.
There has been an increase in the use of e-scooters and the number of companies operating in this field in the last two years, particularly in urban areas where traffic is congested.
After an 18-year-old high school student who was using an electric scooter died in a traffic accident in Istanbul last year, debates regarding the safety of these vehicles in traffic were taken to the Turkish Parliament.
Below is a brief summary of the legal framework introduced by the Law:
- E-scooters are defined as “vehicles with wheels, footboards, handles, and a vertical steering mechanism, reaching a speed of up to 25 km/hour.”
- Only individuals older than 15 years old may use e-scooters and electric bicycles.
- E-scooters are allowed to be used on bicycle roads and in bicycle lanes.
- E-scooters cannot be used for the carriage of goods and passengers, except for personal belongings which may be carried on the rider’s back.
- Drivers must give the right of way to e-scooter users on bicycle roads and in bicycle lanes during right and left turns.
- E- scooters cannot be used on highways with a speed limit of over 50 km/h
- More than two e-scooters cannot be used next to each other on traffic ways.
- Prohibitions also include parking in a way that disrupts public order, violates private property, and prevents the safe and independent movement of vehicles, pedestrians, people with disabilities or people with reduced mobility.
- As per the Highways Traffic Law No. 2918, e-scooter drivers who do not abide by these rules may be subjected to monetary fines.
